Project Overview:
The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) aims to enhance citizen-oriented, trustworthy governance in Ghana. This initiative, a collaboration between GIZ and the Ministry of Finance in Ghana, is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The program partners with ministries, national authorities, civil society organizations, and 60 districts to improve transparency, fairness, and effectiveness in public financial management.
PAIReD provides advisory services to national institutions and districts on data-driven planning, linking land-use plans with development budgets, and strengthening governance structures. Additionally, it partners with state and non-state actors to combat corruption through collaborative efforts. A significant upcoming project is a multi-donor initiative co-financed by the European Union, aimed at enhancing digitalization and cooperation among anti-corruption actors within Ghana’s criminal justice system.
Role Overview:
The Technical Advisor will lead efforts to develop and implement an e-justice system for circuit courts. This role includes advising the Economic and Organized Crime Office (EOCO) and the Office of the Special Prosecutor (OSP) on digitalization, focusing on forensic labs and digital interrogation rooms. The advisor will also contribute to monitoring and reporting on digitalization initiatives.
Key Responsibilities:
- Lead the roll-out and upgrade of the e-justice system for circuit courts, ensuring system integration for improved coordination in anti-corruption efforts.
- Collaborate with IT teams and stakeholders to define requirements, set timelines, and oversee successful implementation.
- Produce detailed reports and presentations highlighting key performance indicators and project milestones.
- Collect and analyze data to inform recommendations for enhancing digitalization strategies.
- Support the development of a monitoring and evaluation framework to assess the impact of digital initiatives.
- Advise EOCO and OSP on setting up forensic labs and adopting advanced digital technologies.
- Provide guidance on designing and implementing digital interview rooms.
- Stay informed on the latest trends in digital forensics and interrogation techniques to offer innovative solutions.
- Travel within Ghana as needed.
Qualifications and Experience:
- Master’s degree in Information Technology, Computer Science, or a related field; certifications in digital forensics, cybersecurity, or project management are a plus.
- In-depth understanding of the anti-corruption landscape and the operations of relevant investigative agencies and judiciary bodies.
- Minimum of five years’ experience in developing and implementing e-justice systems and digital forensic solutions.
- Proven experience in consulting for government or law enforcement agencies on IT and digital transformation projects.
- Strong analytical, problem-solving, and project management skills.
- Excellent communication and interpersonal skills, with a history of effective collaboration with diverse teams.
- Proficiency in data analysis tools, reporting software, and IT project management methodologies.
