Objectives
The consultant will propose processes and mechanisms to:
Ensure accurate and timely financial reporting.
Maintain proper internal controls.
Ensure compliance with relevant laws and regulations.
Facilitate effective financial planning and analysis.
Align financial management practices with organizational strategic goals.
Scope of Work
Initial Assessment and Planning
Conduct an initial financial needs assessment.
Develop a financial management plan with objectives, scope, and timeline.
Review/Establish Financial Policies and Procedures
Develop or review and document financial policies and procedures, including accounting, budgeting, cash management, expense management, revenue recognition, and internal control procedures.
Financial Reporting and Analysis
Set up a financial reporting framework for monthly, quarterly, and annual financial statements.
Implement financial analysis tools such as variance analysis, break-even analysis, cash flow analysis, and profitability analysis.
Budgeting and Forecasting
Develop an annual budgeting process with revenue projections, expense forecasts, capital expenditure plans, and cash flow forecasts.
Design a system to track performance against the budget.
Accounting Systems and Software
Assess and recommend accounting software.
Oversee the implementation of the chosen software, including system configuration, data migration, and user training.
Internal Controls and Audit
Establish a robust internal control framework.
Develop an internal audit plan to review and test controls regularly.
Cash Management
Set up procedures for cash flow forecasting, bank account management, payment processing, and collections.
Compliance and Risk Management
Ensure compliance with financial regulations and standards.
Develop a risk management framework to identify and mitigate financial risks.
Training and Capacity Building
Provide training to the S4D finance team on financial policies, procedures, and systems.
Monitoring and Evaluation
Establish a process to assess the effectiveness of financial management systems.
Conduct periodic reviews and provide recommendations for improvement.
Reporting and Documentation
Prepare comprehensive documentation of all financial management processes.
Provide regular progress reports to S4D’s management.
Qualifications and Experience
Education
Master’s degree in Finance, Accounting, Business Administration, or a related field.
CPA or CFA certification preferred.
Experience
7-10 years in financial management, accounting, or auditing in the private sector.
Experience in developing and implementing financial policies and procedures.
Proficiency in financial reporting, analysis, budgeting, and forecasting.
Familiarity with accounting software evaluation and implementation.
Experience in establishing internal controls, compliance, and risk management.
Skills in training and capacity building for finance teams.
Skills
