Job Opportunity: Director of Research and Technical Services

A reputable public service organization is seeking qualified candidates for the position of Director of Research and Technical Services. This role involves providing leadership, technical, and administrative direction to support the council’s mandate.

Job Purpose

The Director will lead and manage research and technical services, ensuring alignment with the council’s goals and objectives.

Key Responsibilities

  • Contribute to the formulation of council policies.
  • Oversee the efficient management of resources within the Directorate.
  • Implement policies and programs of the Directorate.
  • Develop guidelines, standards, and procedures for research and technical services.
  • Establish and maintain a comprehensive disaggregated database on the council’s programs and activities.
  • Coordinate the identification of research areas and the development of research proposals and instruments.
  • Collaborate on monitoring and evaluating the council’s programs and activities.
  • Compile periodic research and technical reports.
  • Manage a single information management repository within the council.
  • Collaborate closely with other directorates for research and technical services.
  • Coordinate the development and implementation of annual and periodic plans for the council and the Directorate.
  • Prepare budget proposals for the Directorate for inclusion in the council’s annual budget.
  • Implement performance management policies within the Directorate.
  • Supervise and appraise the performance of subordinate staff.

Qualifications and Experience

  • A minimum of a Master’s Degree in Social Sciences, Business Administration, Public Administration, or a related field from an accredited institution.
  • At least 10 years of post-bachelor’s degree relevant work experience, with 5 years in a senior management position (Deputy Director or similar) in a reputable institution.
  • Membership in a relevant professional body.

  • Strong leadership, networking, monitoring, and management skills.
  • Excellent communication, interpersonal, and presentation skills.
  • Ability to inspire and motivate teams.
  • Skilled in negotiation, investigation, analysis, data management, and monitoring and evaluation.
  • Expertise in fundraising, lobbying, and resource mobilization.
  • Extensive knowledge of financial, procurement, budgeting, and auditing regulations.
  • Proficiency in relevant computer applications.
  • High integrity, confidentiality, and fairness.
