Job Opportunity: Chief Budget and Fiscal Analyst in Ghana’s Parliamentary Service

The Parliamentary Service of Ghana is seeking a qualified individual to fill the position of Chief Budget and Fiscal Analyst. This role is crucial in providing Parliament with independent, professional advice and analysis on national budgets, economic and financial policies, legislation, and international loan and business agreements.

Job Summary

The Chief Budget and Fiscal Analyst will support the Clerk and Management of the Parliamentary Service, focusing on information management services. The role involves ensuring financial and accounting policies comply with statutory regulations and global standards and overseeing quality control measures in finance-related services.

Main Duties and Responsibilities

  • Oversee Quality Control: Ensure the quality of services related to finance, budget, accounting, compensation, pensions, procurement, and related areas for the Speaker, leadership, members, Clerk, Senior Management, and the House.
  • Policy Compliance: Ensure financial and accounting procedures adhere to statutory regulations and global standards.
  • Financial Monitoring: Track funding status, disbursements, repayment, and related reporting within the service.
  • Maintain Records: Ensure accounting records are properly maintained and reporting cycles meet regulatory and organizational requirements.
  • Stakeholder Coordination: Manage arrangements and fund management in collaboration with stakeholders.
  • Budget Alignment: Ensure financial projections and budgets align with corporate and departmental strategic plans.
  • System Implementation: Implement accounting systems for bookkeeping and operational support according to best corporate practices.
  • Strategy Development: Facilitate the creation and implementation of strategies, policies, guidelines, and operational manuals to ensure smooth division operations.
  • Additional Duties: Perform any other duties as assigned.

Qualifications and Experience

  • Education: A postgraduate qualification (MSc/MPhil/PhD) in economics, finance, commercial law, or a relevant discipline from a recognized university.
  • Experience: A minimum of 15 years of post-qualification experience in budget and fiscal policy analysis, with at least 6 years in a role comparable to a Director in the public service.
  • Documentation: Proven experience authoring several internationally recognized policy documents for governments and international organizations.

  • Age Limit: Applicants should be no older than 55 years on the appointment date.
