These workers provide integrated health services in clinics and communities, ensuring universal access to healthcare. Since its founding in 2001, m2m has employed nearly 12,000 women living with HIV in sub-Saharan Africa, impacting over 15 million people with essential health services and education. In 2021, m2m reached more than 1.6 million individuals, including 402,616 adolescents—a 51% increase from the previous year. The organization continues to advance global goals by virtually eliminating mother-to-child transmission of HIV among its clients for eight consecutive years and meeting UNAIDS Fast-Track Targets ahead of the 2026 deadline. Job Summary

The Country Finance Manager will oversee all financial functions in Ghana, including financial management, reporting, data analysis, and donor reporting. This role supports the in-country team to allocate resources efficiently and reports directly to the Country Director, providing technical and financial support to the Accra-based team.

Key Responsibilities

Maintaining a Strong Finance Function in Ghana

  • Set up financial systems and internal controls.
  • Maintain m2m finance policies and procedures.
  • Build capacity on policies, procedures, procurement, and accounting software.
  • Assist the Head Office Finance department with setting up in-country bank accounts.
  • Manage the Ghana country budget and prepare proposal budgets for new opportunities.
  • Oversee direct reports, ensuring accurate and efficient performance.

Financial and Accounting Management

  • Support the Country Lead and management team with financial management advice.
  • Manage accounting processes for Country Office transactions.
  • Track cash receipts and disbursements at the project level.
  • Provide financial advice to project leads on spending and planning.

Ensuring Financial Integrity

  • Implement and maintain internal control systems for financial security.
  • Review and update financial policies in line with Head Office standards.
  • Manage financial and compliance aspects of donor agreements.
  • Ensure timely submission of financial data, reports, and variance analysis.
  • Monitor cash flow and prepare cash budgets and funding requests.
  • Support internal and external audits and address findings.
  • Ensure compliance with statutory regulations and filings.
  • Implement cost-cutting measures without compromising quality.

Financial Management Services

  • Prepare and maintain annual budgets and monthly financial reports.
  • Prepare quarterly pipeline reports and financial analyses.
  • Oversee procurement, logistics, travel, and program activity management.
  • Ensure integrity of procurement procedures and documentation.
  • Manage project contracting, including procurement contracts and service agreements.

Qualifications and Experience

  • Professional qualification preferred; minimum 3-year bachelor’s degree.
  • At least 5 years post-study experience in financial/accounting roles, with 2 years in management.
  • Knowledge of institutional donor requirements (USAID, CDC, EC, DfID, UN partner agencies, SIDA) is advantageous.

  • Analytical and problem-solving abilities.
  • Experience with ERP accounting systems and proficiency in Excel.
  • Proficiency in English is highly advantageous.
  • Excellent interpersonal skills, with the ability to work independently and within teams.
  • Ability to manage competing tasks and consistently produce high-quality output.
