Consultancy Opportunity: Strengthening the Capacity of Grant Partners on Logic Model, Theory of Change, and Results-Based Management (RBM)

The Vibrant Village Foundation (VVF) is inviting applications from qualified consultants to deliver targeted capacity-building services to partner organizations in Ghana. The consultancy aims to strengthen the skills of five (5) local partners in developing and applying Logic Models, Theory of Change (ToC), and Results-Based Management (RBM) frameworks.

This initiative forms part of VVF’s broader commitment to improving the effectiveness, accountability, and impact of community-driven development programs across West Africa.

In Ghana, VVF works directly and through grant partners to promote sustainable, inclusive community development.


Objective of the Assignment

The main goal of this consultancy is to enhance the ability of VVF’s partner organizations to plan, monitor, and report their work using results-based frameworks.

Specific Objectives

  • Assess current M&E systems and identify gaps.

  • Strengthen partners’ capacity to develop and apply Logic Models linking activities to measurable outcomes.

  • Build skills in crafting SMART indicators (Specific, Measurable, Achievable, Relevant, and Time-bound).

  • Guide partners in developing or refining their Theory of Change (ToC).

  • Improve the quality of results-based reporting.

  • Provide mentorship and coaching to ensure practical application of RBM tools.


Scope of Work and Key Tasks

The consultancy will be implemented in four phases:

Phase 1: Inception and Planning

  • Review VVF’s program documents and partners’ existing tools.

  • Prepare an inception report detailing methodology, work plan, and training agenda.

Phase 2: Capacity-Building Workshop

  • Deliver a 3-day in-person training for five partner organizations.

  • Training topics include:

    • RBM and the Logic Model Framework

    • Developing outputs, outcomes, and indicators

    • Crafting a Theory of Change (ToC)

    • Practical exercises in results-based reporting

Phase 3: Coaching and Mentorship

  • Provide individualized follow-up support (virtually or in-person) over a 3-month period.

  • Assist partners in refining their Logic Models and ToC, strengthening M&E frameworks, and applying new tools.

Phase 4: Reporting

  • Submit:

    • Inception Report – methodology, tools, and work plan

    • Training Report – outcomes, participant feedback, and recommendations

    • Final Report – documenting achievements, lessons learned, and partner progress


Duration and Deliverables

Qualification and Experience

The ideal candidate must have:

  • Advanced degree in Development Studies, M&E, Project Management, or a related field.

  • Minimum 7 years’ experience in Results-Based Management and M&E.

  • Proven experience conducting Logic Model, ToC, and indicator development training for NGOs.

  • Demonstrated ability to facilitate participatory adult learning workshops.

  • Strong mentoring and coaching skills.

  • Excellent communication and analytical writing skills in English.

  • Familiarity with the Ghanaian NGO landscape and community development context is an advantage.


Supervision and Reporting

The consultant will report to the Regional Director – West Africa, Vibrant Village Foundation. Coordination will be maintained with VVF’s program and MEAL teams, as well as partner organizations.

The consultancy will be based in Ghana (Tamale and Walewale), with group training conducted in-person and follow-up sessions held virtually or in-person as needed.


Payment Terms

Payments will be made based on satisfactory completion of deliverables as follows:

  • 20% – upon signing the contract.

  • 40% – after completion of the training and submission of inception and training reports.

  • 40% – upon submission and approval of the final report.
