Call for Expressions of Interest – Become a GCERF Grant Recipient in Ghana

In May 2023, the government of Ghana extended an invitation to the Global Community Engagement and Resilience Fund (GCERF). Building on this collaboration, GCERF formally accepted the Ministry for National Security to join its Governing Board in June 2023. By November 2023, GCERF, in partnership with the Ministry of National Security, launched emergency funding to address tensions between Burkinabe refugees and host populations, aiming to prevent radicalization.

GCERF has engaged Ghana as a partner country facing significant violent extremist threats, exacerbated by recent violence in Burkina Faso. Drawing on its extensive experience in the Sahel region and Nigeria over the past decade, GCERF aims to build community resilience against violent extremism in Northern Ghana. This initiative aligns with the National Framework for Preventing and Countering Violent Extremism and Terrorism (NAFPCVET), as well as regional and international efforts, in partnership with local, national, and regional entities. The Ministry for National Security is GCERF’s primary partner.

GCERF is announcing a call for expressions of interest for Civil Society Organizations (CSOs) in Ghana to form a consortium and become a Principal Recipient (PR) of GCERF funding. Consortium grants are managed and supported by PRs, who receive the funding and distribute it to other consortium members or “Sub-Recipients” (SRs).

Funding Objectives

  1. Increase Awareness: Enhance community, CSO, and authority awareness of violent extremism and preventative approaches.
  2. Support Vulnerable Populations: Facilitate access to sustainable socio-economic opportunities for vulnerable groups.
  3. Promote Conflict Resolution: Strengthen social cohesion through traditional conflict resolution and peacebuilding mechanisms.

The purpose of this Expression of Interest (EOI) is to identify applicants that meet GCERF’s prerequisites for funding and possess the technical, managerial, and administrative capacity to implement a project addressing the specified issues.

Submission Details

All Expressions of Interest must be submitted electronically to call.ghana@gcerf.org by June 10th, 2024. The email should be marked ‘EOI-Ghana’ in the subject line. Submissions received earlier will be reviewed promptly. Shortlisted applicants will undergo a due diligence process.

Prerequisites

  • Legal registration in the Republic of Ghana (include documents in the application).
  • Willingness to fulfill the role of Principal Recipient.

Required Capabilities

  • Experience in supporting community-level initiatives addressing local drivers of violent extremism.
  • Established relationships and credibility with communities in the identified geographical areas.
  • Proven program management and financial management skills, including managing international donor grant funding.
